What is PDF/A for?
Long-term readability. A PDF/A file carries everything needed to display itself decades from now — embedded fonts, a defined colour space, no external references — which is why archives, courts and government portals require it.
Is the result a certified PDF/A file?
It carries PDF/A structure, which is what most submission systems check. It is not certified, and the page says so rather than implying otherwise: full conformance also requires every font to be embedded, and a font that is not already in the file cannot be added without the font itself. You are told exactly which fonts would be flagged so you can fix them at the source.
Which level should I choose?
PDF/A-2b unless you have been told otherwise — it is the current standard choice. PDF/A-1b is older and the most widely accepted. PDF/A-3b is the same as 2b but permits file attachments.
How can I check the result?
veraPDF is the free, open-source reference validator and the one most institutions use. If it flags fonts, regenerate the original with font embedding switched on.
